The paper aims to assess the health system competency for maternal health services in Balasore district of Odisha, India using a mixed methods approach. The findings point to a general lack of health infra structure and non compliance to Indian Public Health Standards. The poor performance of tribal dominated blocks in terms of maternal health indicators suggests that poor health system competency create a lack of interest among tribal women in availing institutional; delivery and other maternal health services.
