In addition to the service delivery, relief and rehabilitation of the people affected by conflict, civil societies also play significant role in challenging, limiting or contesting state power. This paper gives an example of this by explaining how the civil societies in the conflict zone of Kashmir where the state in the guise of counter-insurgency operations violates the human rights of civilians with impunity.
